Project description
The proposed integrated system of industrial and consumption waste management is based on the principles of selective collection adapted to the Russian conditions.
The system is formed according to modular basis and consists of following basic elements:
  1. Special containers for  two-component, separate municipal solid waste(MSW) collection are installed on the modernized container sites.
  2. Receiving and sorting stations for separate waste collection and presorting are erected near  waste generation sources. Other facilities will be also installed on the operational container sites.
  3. The main waste processing plant –production facility for waste sorting, pressing, storage of the recyclables, crushing, chemical treatment and processing of the MSW unusable refuses into ecologically safe inert monomaterial.
  4. The modernized MSW landfills for pressed wasted receiving and disposal will be build or reconstracted.
Modernization of operational container sites includes the following.
Currently, the idea of separate waste collection doesn't result in obtaining tangible results. Therefore it  is more practical to solve more real problem and to carry out, at least, primary waste separation into two fractions. They are municipal solid waste and bulky waste (MSW and BW).
For this purpose, containers for MSW collection are equipped with the locked up cover with a 50 cm high sideway window. BW containers are installed on the fence wire area  having a door with a hard spring and holding lock.
The wastes for preliminary sorting are fed to the receiving and sorting stations(RSS).The RSS are erected as near as possible to the population. The population collect recyclables and waste in a passive way (they throw away mixed waste) or in an active way (they sell sorted, recyclable fractions for money).
One RSS will serve about 10 000 people. It is a container site, widened by means of  sorting station and  fence wire yard for sorted products storage. The  RSS consists of  movable collection facility  with the sorting table and press for useful fractions pressing.  The fence wire yard is the place where new waste accumulating  machines such as compactor( container with the prepressing mechanism for the unusable waste materials) and container for glass waste are located. The pressed recyclables are also stored in the yard.
MSW are separated on the conveyors on to 2 streams: recyclables and unusable residues at RSS. The separated into 2 components waste are loaded into two non leaking press containers (compactors ).
The two fraction waste separation  is done by the RSS workers.  
Thus, the European variant of separate MSW collection is being implemented but adjusted for the Russian conditions where the waste are separated into 2 streams not free of charge but by the workers who are paid for their job.
RSS installation on the container sites will allow to bring sorting process closer to the waste generation source, that will result in increase of  the selection percentage (up to 50% and more of the collected MSW volume) and improve recyclables quality.
The proposed technological solutions are supported by the necessary documentation obtained in the established order. So, for example, the sanitary-protective zone for RSS is defined  by the radius of  25-30 meters.
Transfer and sorting station  is installed for the definite number (approximately 5-7) of RSS within the 20 kilometers reach.  This facility is erected as a standard site, but it is widened due to transfer facility with two large containers for bulky waste and glass waste.
The final MSW processing is carried out on conventional waste processing plant developed by many producers.
The waste processing plant includes the following facilities:
  • department of different, coming from container sites and RSS, waste receiving , sorting and pressing into bales;
  • department of  bulky waste sorting and processing;
  • tracks for the finished products transportation.
The proposed sorting and processing technology is the following.
Waste is unloaded from special collecting tracks into receiving bunker. From the bunker the waste is transferred by conveyor, vie special vibration table for organic waste selection, to the table and manual sorting conveyor. Paper, board, plastic and non ferrous metal are selected manually on the table equipped with the workplaces. The sorted waste is put into corresponding bunker installed under the platform.
The residual wastes are fed to the reverse conveyor feeding the waste either to the    conveyor with the following waste transportation to the landfill or to the baling press for pressing into bales with the automatic bale strapping.
The bales of waste with the  density of 1000 kg/m3, are transported to the landfill by tracks and disposed there according to the special technology.
The landfill is a new or modified part of  the existing landfill  area. The considered waste treatment technology assumes storage of the unsorted waste bales on the landfill. The main advantage of this method from the engineering and geological point of view is storage of high density bales in  tiers what  is more stable than the existing method .The  tiers of bales  are covered with soil and grassed.
Thus, MSW integrated management system on the territory of the Ivanovo region includes:
  • 33 standard receiving and sorting sites;
  • 24 transfer and sorting stations;
  • 2 waste processing plants (one plant with the capacity of 250 thous.t/y will be located in the Ivanovo, the other one  with the capacity of 150 thous.t/y will be located in Kineshma the Ivanovo region);
  • 3 new technological landfills.
The project goals: The main goal of the project is creation of cost effective and safe MSW management system in the Ivanovo region.
The present project goals are:
1. Protection of the environment and the population of the region from the negative impact of the industrial and consumption waste.
2. Minimization of losses of recyclables which are part of industrial and consumption wastes.
3. Creation of cost effective regional industry sector dealing with industrial and consumption wastes handling.
Project tasks:
1. Provision of ecologically safe removal and disposal of the low hazardous industrial and consumption waste, excluding disposal of the hazardous waste which are not subjected to landfilling.
2. Maximum possible provision of the hazardous waste processing.
3. Implementation of the valuation, registration and control system for industrial and consumption wastes handling.
4. Development of the recyclables market, organization of recyclables collection and utilization.
The main expected results from the project implementation:
It is planned to create legal, organizational, economic, technical and information base for the development of waste handling sector due to the project implementation. The project time period is  4 years.
By the end of the fourth year of the project, the following will be created:
  • valuation system of waste generation and limitation system of waste disposal;
  • registration and control system in the field of MSW handling;
  • the balanced chart  of the MSW disposal;
  • 3 up-to date landfills will be constructed;
  • network of waste transfer stations and sites will be erected;
  • 2 waste processing complexes/plants will be erected and put into operation to the full capacity;
  • the most part of the MSW landfills  in the region will be shut down and resoiled;
  • recyclables market basis will be created;
  • selective collection of recyclables will be organized.
The description of the environment in which the project will be developed
For the purpose of  regional problems of waste management solving  in  the Ivanovo area the following  legal acts have been adopted:
Law  № 75-03 of 7/18/2006 "Provision of  cleanliness and order maintenance in the territory of  The Ivanovo region";
The Ivanovo government order №175-rp of 6/25/2009 "Measures for ecological safety provision in the territory of  the Ivanovo region" (including "Regional plan of measures for environment protection in  the Ivanovo region for the period of  2009 – 2011").
The given documents regulate separate stages of waste handling in the region, but  do not provide implementation of the integrated management system. There are no such fundamental documents to be the base for the systematic management of the given industry sector as: the program of realization of  MSW handling  organization strategy ; regional regulations on the waste handling; standards of household waste formation in the towns of the region; registration and control system for the process of waste handling  etc.
The organization of waste handling management is characterized by the following features in the region:
  • great number of administrative institutions supervising the waste handling sector;
  • lack of distinct functions division  among the above institutions;
  • lack of  waste handling process participants coordination  at all stages of this  process;
  • insufficient cooperation between municipal entities in solving problems relating to waste handling;
  • lack of the common standards in the activity of the enterprises operating in the sector of waste handling.
There is no centralization management in the field of waste handling. Currently, only its grounds are being formed. Some part of functions relating to regional waste handling strategy development, coordination of all participants in the  process, necessary data collection, has been assigned to the department of housing and communal services of  the Ivanovo region . This department has been defined as the body of executive power in the field of waste management. However small number of personnel of this department as well as lack of regulatory and financial support of its activity do not allow to realize its full powers imposed on the regional body by  the Ivanovo region law “ Industry and consumption waste”.
At present there is no correct registration policy in sphere of  waste management. There are no accurate standards for the MSW generation. There are no standards for waste generation and limits for industrial waste disposal for the most of enterprises and institutions. It results in the lack of effective control over the waste handling both in the source of their generation and  in the municipal entities  as a whole.
Collection and transportation of MSW to the landfills are carried out by the municipal enterprises. All the enterprises have contractual relations with the administrations of the municipal entities.
In most cases the municipal enterprises also operate region landfills.
It is  reported that in  2008  0,42 million tons of waste was generated in the region, including  64,35 tons of I class hazard waste ;  39,9 tone of II class hazard waste; 35,95 thousand tons of III class hazard waste; 183,9 thousand tons of IV class hazard waste; 201 thousand tons of V class hazard waste.
The submitted by  municipal entities data testifie to the considerable scattering of the total number  of containers  and amount of generated waste in the different settlements.  Besides, certain part of industrial waste comes to the containers intended only for household waste.
Transportation of waste is carried out by special tracks. The most part of the tracks in the region is in unsatisfactory condition due to the lack of financial means for the purchase of the new tracks.
Stations for the recyclables (waste paper, glass, scrap metal) acceptance are organized only in some settlements of the region.
There are four official MSW landfills in the Ivanovo region. Filling degree of the landfills in  Ivanovo and Shuya cities is near to critical level.  
There are 47 authorized dumps. About half of them are subjected to shut down due to the non observation of ecological and sanitary standards at waste disposal and lack of waste registration. The industrial III- V class hazard waste is delivered to the dumps. The filling degree of six dumps  is about 100% and 36 dumps do not have sanitary and protection area.
MSW dumps are badly supervised or not supervised  at all. Their use results in serious ecological and economic damage. Safe period of use of the most dumps expired or will expire in the nearest time. Some  MSW dumps were closed some time ago, but they are still being used due to the lack of the new, ecologically safe dumps.
Use of dumps is carried out with the violation of the technological, ecological, sanitary, epidemiological and fire preventive standards. Ecological monitoring of the dumps environment is not carried out.
There is no industrial and household waste processing, including hazardous waste, in  the Ivanovo region. Any attempts to organize such productions were a failure. The recyclables market (glass, plastic, paper) of the region has not been also developed.
 There is no experience of organic waste handling in the region, as well as in Russia in the whole .
 The project will service the following social  requirements:
  • environmental contamination reduction;
  • reduction of territories for waste disposal;
  • setting up of new enterprises and workplaces;
  • creation of self-developing  system of relations between the population, handling system and recyclables consumers.
Project conformance to the priority directions of social and economic development of the region. 
According to "Regional plan of measures for the Ivanovo region environment protection  for 2009-2011" adopted by the order of the  Ivanovo region government №175-rp of 25.06.2009 "Ecological safety is indispensable condition for the sustainable society development …". At defining of environmental problems of the region, the following problem has been put on the first place: "Environment contamination due to unorganized storage and disposal of the household and industrial waste". In this connection it is necessary to recognize that the considered project corresponds to the priority directions of social and economic development of the region in full degree.
 
Project cost efficiency ground
Integrated system implementation will allow to create 1 887 workplaces with the labor compensation fund of $ 11322000 per year. The tax payments to the Ivanovo region budget will amount to  $ 1987000/year and to the  local budgets – $ 446600/year.
